Exile

Exile is the Rainwall method of handling problematic players. Since it takes place in an apocalyptic setting, real people would have many ways of dealing with others they find irksome or problematic. In a lawless society, a group might murder a member they feel doesn't fit the group dynamic. Another possibility is exile. Permanent excommunication.

The game includes exile as an option for players who need help getting rid of someone who isn't fitting in with the group. Perhaps this person is trying to hog the spotlight, or maybe they're just trolling the table with a useless character, or they are only in it for themselves. There are a million reasons people might want to get rid of someone. If a group has such an individual, they can opt to exile the problematic player character.

Exiling Someone

A group of players must have a majority vote in order to exile a player character. This can be done with or without the target's knowledge. The Gamemaster must be apprised of this development. The GM will then incorporate the decision into the next session, break the news, etc. That player character is then ejected from the party and placed into permanent exile. This PC is free to join another group or whatever, esp. if this is a tournament setting.

Aftermath

The reason this is an option is so that all players can find an environment in which they can thrive and enjoy themselves. If one player becomes problematic, it is better to get rid of that player so they can find another table that has similar playing styles or expectations. In some cases, though, exile is a wake-up call, and it helps solidify rules and expectations. A player may decide to return to the group with a new character and a promise of changed behavior. How you and your group handles this is up to you.
